Overview
The San Diego County Water Authority is comprised of 24 member public agencies. Each member public agency is represented by at least one director and may appoint additional directors based upon assessed valuation of property. Currently the City of San Diego, Helix Water District, and the Otay Municipal Water District are the only members entitled to multiple directors. A member of the San Diego County Board of Supervisors also serves as a representative to the Water Authority board of directors. These representatives are appointed by the chief executive officer of the respective agencies with approval of the agencies' governing bodies. Currently, only three agencies are represented by more than one director: the City of San Diego has 10, Helix Water District and Otay Water District have two. The Board of Directors' regular meetings are held at 3 p.m. on the fourth Thursday of every month at the Water Authority headquarters building (4677 Overland Avenue). Actions of these meetings are recorded in meeting minutes. To facilitate matters, most business coming before the Board is first considered by one of its committees. Each committee then reports to the full Board, which makes the necessary decisions.
