MINUTES OF THE SMALL CONTRACTOR OUTREACH
AND OPPORTUNITIES PROGRAM (SCOOP) COMMITTEE MEETING
OCTOBER 2, 2007
1. CALL TO ORDER
Chair Johnson called the SCOOP Committee meeting to order at 10:03 a.m.
2. ROLL CALL
Committee members present were Chair Johnson and Directors Croucher, Linden, and Parker. Vice Chair Petty was absent. Also present was Director Thompson. At that time there was a quorum of the Committee. Staff present were Deputy General Manager Belock, Deputy General Counsel Gallien, SCOOP Manager Yanushka, and SCOOP Representative Maynard
3. PUBLIC COMMENT
There were no members of the public who wished to address the SCOOP Committee.
Chair Johnson introduced Deputy General Manager Belock.
4. APPROVE THE MINUTES OF THE SCOOP COMMITTEE MEETING
OF AUGUST 15, 2007
Director Parker moved, Director Linden seconded, and the motion carried unanimously to approve the minutes of the SCOOP Committee meeting of August 15, 2007.
5. PRESENTATION ON THE SCOOP QUARTERLY REPORT FOR FISCAL YEAR 2008
Ms. Yanushka provided a presentation of the SCOOP Quarterly Report, including an agenda; SCOOP activities during the quarter in networking, training, and technical assistance; the measuring of results, past and future reporting; quarterly results of small business and minority/women-owned business; and SCOOP calendar for fiscal year 2008, including the Paths to Partnerships debrief.
6. UPDATE ON THE PATHS TO PARTNERSHIPS REGIONAL FORUM
Director Croucher asked how member agencies can become more active. Ms. Yanushka stated that the member agencies were already involved, and are currently very busy with the conservation summit. Director Linden stated that this issue needed to be taken to the General Manager level.
Ms. Rachel Fischer, Deputy Program Manager, San Diego Contracting Opportunities Center (SDCOC), provided a presentation including description of the discussion forums; panel members; how the proceeds are divided into workshops and trainings, one-on-one counseling, electronic and manual bid-matching, construction plan room, and match-making services; SDCOC areas of assistance – locating government customers, locating bidding opportunities, marketing to government agencies, proposal development, obtaining certifications, and registering with agencies; 2007 impact on the Water Authority; and 2007 impact on San Diego County.
7. SCOOP SMALL BUSINESS SUCCESS STORY
George Grauer, Sr., Able Patrol and Guard of San Diego stated his business incorporated in July 1964 and is locally owned. He stated they were a subconsultant to CH2M Hill at the Twin Oaks project and the SDCOC helped him in his business.
Chair Johnson asked Mr. Grauer regarding the diversity of his workforce. Mr. Grauer stated through the Catholic Charities, he trains, mentors, and employs refugees. His company also reaches out to disabled veteran organizations.
Chair Johnson asked regarding security checks of employees. Mr. Grauer stated that all employees are cleared by Homeland Security, and their electronic fingerprints are submitted to the FBI. He stated that the pilot program checks on Social Security numbers and appropriate work papers.
Ms. Yanushka stated that in the next quarter, SCOOP would be focusing on targeted small and minority business outreach and writing the scope of work, for an RFP to automate good faith efforts.
8. ADJOURNMENT
There being no further business to come before the SCOOP Committee, Chair Johnson adjourned the meeting at 11:07 a.m.
