MINUTES OF THE SPECIAL IMPORTED WATER COMMITTEE MEETING

CALL TO ORDER / ROLL CALL
Vice Chair Parker called the Imported Water Committee meeting to order at 1:06 p.m. Committee members present were Vice Chair Knutson, Directors Brammell, Ferguson, Johnson, Linden, McMillan, Price, and Steiner. Committee members absent were Chair Croucher, Directors Lewinger, Martin, and Rogers. At that time, there was a quorum of the Board and the meeting was conducted as a meeting of the Board; however, only committee members participated in the vote. Also present were Directors Arant, Barrett, Bond, Bowersox, Dailey, Hilliker, Lewis, Morrison, Pocklington, Saunders, Smith, Williams, and Wornham. Staff present included General Manager Stapleton, General Counsel Hentschke, Deputy General Manager Lanspery, Assistant General Manager Cushman, Director of Imported Water Hess, Government Relations Manager Volberg, and others.
PUBLIC COMMENT
There were no members of the public who wished to address the Committee.
CHAIR’S COMMENTS
Vice Chair Parker reviewed the agenda and introduced the guest speakers.
PRESENTATIONS
1. Presentation by Dr. Frances Chung, Chief of Modeling Support Branch, DWR, on Climate Change and Water Resource Management.
Dr. Chung gave a presentation on the Department of Water Resource’s report on “Progress on Incorporating Climate Change into Management of California’s Water Resources” that was published in July 2006. He said the report was an “impacts assessment” that described how climate change might affect different areas of water resources. Dr. Chung discussed the impacts to water resources, and the mathematical modeling that resulted in four climate change scenarios that would be used to develop adaptation strategies. He noted that the report results were preliminary and required further work before it could be used to adequately inform policy decisions.
Following Dr. Chung’s presentation, Directors asked questions and made comments.
2. Presentation by Tim Quinn, Vice President, Metropolitan Water District, on the Bay-Delta conservation plan.
Dr. Quinn gave a presentation on the Bay-Delta Conservation Plan. He discussed the plan for the protection and recovery of threatened and endangered species that would be developed by users of Delta resources in return for the issuance of incidental take permits under the state and federal endangered species acts.
Following Mr. Quinn’s presentation, Directors asked questions and made comments.
3. Presentation on Delta Vision and Calfed End of Stage 1 decisions.
Government Relations Manager Volberg spoke on the Delta Vision process and the CALFED End of Stage 1 Decisions. He stated that under the Delta Vision process, a cabinet-level committee would develop a strategic plan on the sustainable uses of the Delta’s resources for the next 50 to 100 years. He said that the End of Stage 1 decisions was a re-evaluation of the CALFED program at the end of its first seven years, which ends in December 2007. He said that CALFED staff would produce an End of Stage 1 Decisions draft report by March 2007.
I. ACTION/DISCUSSION
1. Proposed 2007 Bay-Delta work plan.
Staff recommendation: Approve the proposed 2007 Bay-Delta work plan.
Mr. Volberg reviewed the proposed 2007 Bay-Delta work plan.
Director Price made a motion, Director Ferguson seconded, and the motion carried unanimously to approve the 2007 Bay-Delta work plan.

2. Report on climate change and water resource management.
ADJOURNMENT
There being no further business to come before the Imported Water Committee, Vice Chair Parker adjourned the meeting at 3:55 p.m.
