MINUTES OF THE SMALL CONTRACTOR OUTREACH
AND OPPORTUNITIES PROGRAM (SCOOP) COMMITTEE MEETING

Aug. 17, 2006

CALL TO ORDER/ROLL CALL
Chair Tu called the SCOOP Committee meeting to order at 1:04 p.m. Committee members present were Chair Tu, and Directors Johnson, Lewinger, and Linden. Committee members absent were Directors Croucher* and Sundram. Also present were Directors Dixon and Thompson. At that time there was a quorum of the Committee. Staff present was Assistant General Counsel Taylor, Director of Administrative Services Young, SCOOP Manager Yanushka, Supervising Engineering Technician Kenny, and SCOOP Management Analyst Carmona. Others present were Margaret Berry and Mylene Madarang from Jacobs Civil, Inc., and Kent Kreeger from On-Site Technical Services.

*Director Croucher entered the meeting at 1:10 p.m.

APPROVE THE MINUTES OF THE SCOOP COMMITTEE MEETING OF MAY 2, 2006
Director Johnson moved, Director Linden seconded and the motion passed unanimously, to accept the minutes from the SCOOP Committee meeting of May 2, 2006.

PRESENTATION ON THE SCOOP ANNUAL REPORT FOR FISCAL YEAR 2006
Ms. Yanushka reviewed the SCOOP annual report covering the period from July 1, 2005 to June 30, 2006. She reviewed the various events that staff attended throughout the fiscal year. She noted that the next Paths to Partnerships would be held in November.

Ms. Yanushka discussed the small business skills training program and reported that since April 2006, 112 individuals representing 91 different companies have attended the training.

Ms. Yanushka reported that in fiscal year 2006, the Water Authority increased the number of small bidders, the number of small businesses participating on Water Authority procurements, and the number of dollars committed to small business. Director Croucher requested a breakdown of continuing versus new small businesses participating on Water Authority contracts.

REVIEW OF SMALL BUSINESS OUTREACH AND PARTICIPATION RESULTS IN NORTH SAN DIEGO COUNTY
Ms. Yanushka reviewed the small business outreach and participation results in north San Diego county. She reported that $21.5 million was awarded to businesses in north San Diego county and noted that 24 firms were assisted by the San Diego Contracting Opportunities Center in receiving $2.9 million in contract awards.

DEMONSTRATION ON THE “CLOSE THE LOOP” ONLINE BIDDERS’ LIST
Ms. Yanushka explained that an online bidders’ list was developed to provide bid and proposal results on the Water Authority’s website. The bidders’ list would serve to “close the loop” on the Water Authority’s good faith effort process by ensuring potential subcontractors, subconsultants, and suppliers were informed about whether they were a part of a prime contractor’s team and which prime was the successful low bidder or selected respondent. She introduced Ms. Carmona who gave a brief overview of the bid and proposal result templates that would be available within a month via a link on the contract opportunities page of the Water Authority website.

PRESENTATION ON SCOOP SUCCESS STORY - ON-SITE TECHNICAL SERVICES
Mr. Kenny explained that On-Site Technical Services was a subcontractor to R.W. Beck, Inc. providing in-plant quality assurance on the current Water Authority contract for Construction Management As-Needed Support Services. Mr. Kenny introduced Mr. Kreeger of On-Site Technical Services who provided a presentation on his company, which was founded in August 2004. Mr. Kreeger noted that several SCOOP-sponsored programs have been very beneficial to his company, including Paths to Partnerships, Subs for Subs, and small business skills training.

ADJOURNMENT
Chair Tu stated that the next SCOOP Committee meeting was scheduled for October 12, 2006.

There being no further business to come before the SCOOP Committee, Chair Tu adjourned the meeting at 2:10 p.m.
